Council honored with state, regional Head Start award

Children’s Services Council of Palm Beach County was honored Oct. 25, 2017, with the Head Start Association Corporate Award, both for the state and the region, for using its resources and leadership to help Head Start/Early Head Start children and families, and promote positive outcomes in the community.

The Council is now one of 10 regional winners to be nominated for the National Corporate Award, to be chosen at a ceremony in February 2018. Head Start Region IV, where the Council is located, includes eight southern states.

The Council has contributed more than $6.25 million of non-federal match funds since overseeing the Head Start/Early Head Start program in Palm Beach County beginning in 2014. Almost 2,200 children and families from Head Start receive services annually through the Council-funded system of care.

Additionally, the Council provides teachers access to scholarships to meet Head Start degree requirements and has provided teacher wage supplements as part of its Strong Minds Network, which supports the growth and development of child care staff.

“Ensuring our children are healthy, safe, strong and prepared for school is of upmost importance to us,” says Lisa Williams-Taylor, Council CEO. “We’re thrilled to be honored for our work in the area of early childhood education and recognize that we couldn’t do it without our local partners.”

The Council partners with Lutheran Services of Florida, which administers the Head Start program in Palm Beach County, to ensure children enter school ready to learn. The collaboration has helped Palm Beach County children make great gains in health, wellness and school readiness:

  • 96% of Head Start/Early Head Start children have health insurance and access to health services, a medical home and are current with immunizations.
  • 100% of pregnant mothers in Head Start receive services through the Council.
  • 98.2% of children in Head Start diagnosed with a disability receive additional services.
  • 4 year olds in Head Start scored above 90% in literacy and 80% in math.
  • 3 year olds in Head Start scored above 95% in literacy.


Children’s Services Council, a local special-purpose government created by Palm Beach County voters in 1986 and reauthorized in 2014, provides leadership, funding, services and research on behalf of the county’s children so they grow up healthy, safe and strong.
